Looking at the purchase, Daledius, it looks like she purchased the base edition of Midnight. The base edition includes a level 80 Character Boost, 500 Traders Tenders and Midnight Content, but only the Epic Edition includes game time.
So she is still considered to be an inactive account until she adds game time.
