Anyone can make a guild page here today. It is marked as claimed, it is never called verified, and one name can be claimed once per region. Nothing about it is checked against the game, because there is no Forever API to check it against yet.
When there is one, verification will compare characters on your Battle.net account with rank zero in Blizzard’s guild roster, and be dated. A claimed page will then be able to move onto the guild its real guild master verifies. If leadership can no longer be confirmed, management of a verified guild pauses.
Forever guild verification is not open yet: it waits on the game's own API. Nothing on this board is a guess in the meantime.
